Homeless & Foster Youth
AB 175, Gipson. Foster care: rights: Revisions are made to the Foster Youth Bill of Rights; such revisions include giving rights to all children and nonminor dependents in foster care to review their own case plan as well as their plan for permanent placement. They also have the right to be referred to by their preferred name and gender pronouns and right to maintain privacy of their sexual gender identity and gender expression.
AB 819, Stone, Mark. Foster care: Revisions are made to the Continuum of Care Reform (CCR), which includes changes to the eligibility of Foster Family Home and Small Family Home funds and the process for Resource Family Approval.
AB 1061, Gibson. Foster care: This revision of Section 16010.7 of the Welfare and Institutions Code removes placing agencies from this law regarding the development of a placement preservation strategy for foster youth. This bill also extended provisions to probation-supervised youth placed in foster care.
AB 1235: Youth Homelessness Prevention Centers: Formerly known as"Runaway and Homeless Youth Shelters," these centers have been renamed to "Youth Homelessness Prevention Centers" and now offers services to include youth at risk of homelessness.
ACR 90: Foster Care Month: As of 2019, May is declared Foster Care Month.
SCR 75: CA Runaway and Homeless Youth Prevention Month: As of 2019, November is declared as California Runaway and Homeless Youth Prevention Month.
Immigration Services
AB 1319, Arambula. Migrant education: pupil residency: This bill provides protection to migratory children, as local educational agencies are required to allow students who are migratory children to continue their enrollment in their school or district of origin, even if their residence has changed.
ACR 1, Bonta. Immigration: public charges: This Assembly Concurrent Resolution, which is relative to the Immigration and Nationality Act, condemns the regulations made by the Department of Homeland Security which prescribes the determination of inadmissibility is made for a person who is not a citizen, based on whether they may become a public charge.
AJR 9, Garcia, Cristina. Immigration enforcement tactics: This Assembly Joint Resolution urges the federal government to change the tactics of Immigration and Customs Enforcement (ICE), end the unjust detaining and blanket raids of undocumented immigrants, and adopt a standard ICE officer uniform that clearly identifies their position when working in CA.
AJR 11, Carrillo. Immigration: Development, Relief, and Education for Alien Minors Act: Deferred Action for Childhood Arrivals Deferred Enforced Departure: Temporary Protected Status: This Assembly Joint Resolution urges the US President and Congress to enact laws that will offer permanent legal status as well as a path to citizenship for undocumented youth and individuals with Deferred Enforced Departure and Temporary Protected Status.
